Contour? Offset?

Using BobCAD V27 to make designs for my cnc router and cannot find how to draw this border around text. The end product would be v-carved text inside the border layed over a textured background.

The Contour tool in CorelDraw does it nicely and Vectric apparently does it with an 'offset' tool. Is there a tool in BobCAD to achieve this?

That did work once I found Offset under the Other menu.
