WIN 10 and BC 30 - Mouse Issue

I have been having an issue with one of my computers as follows:
When selecting a line, it takes 6 secs to acknowledge it by changing color, and the mouse goes it slooooowwww mode.

I have fixed this by rolling back the most recent Win10 updates, but I think the auto update is going to reinstall it.

Question - is anyone else having this issue? And do you have a solution?

Computer: HP I74440, 8g Ram, 256 SSD Drive, fresh virgin install of Win10, standard wireless mouse
Bobcad V30

I'm still on Windows 7 for all business critical software, Windows 10 is still breaking things regularly and isn't showing signs of improvement any time soon.
A friend of mine who is a top flight IT Trainer recommended Windows 10 to me as being great, then the next month had to do a full re-install when it stuffed his mouse function and roll back, different mice and driver updates all failed to fix the dog!

I was afraid of this. If I made parts like they make Windows, I'd be out of business.
