If you can find one, an old Emco Maier F1 CNC mill uses BT30 tooling for it's quick-change spindle. You could salvage one off that, but maybe not that cheap. These were good quality Austrian made machines, not Chinese. It would be fairly compact as well (it's a benchtop mill), and comes with a 1/2HP DC motor, running up to 2000 rpm, or could be faster if you change the pulley ratio.
