Fusion assumes that you need to somehow ramp into a pocket, which is true. Therefore doesn't allow you to not use some kind of ramp in. It does allow the option of just plunging in, but some kind of ramp tool path is easier on the tools and machine.

Yep... as Jim said: just select "plunge" if you are confident that your cutter can handle it in the material you are cutting (and the speed that you are plunging).
(... and if you choose to, you can just create another sketch with "points" or circles where you want to make the plunge move, then select those points at the bottom of the 5th tab page as the predrill or entry point.)
