OKK PCV-40, M86 Control, ATC Error

When I try to do a ATC cycle the arm will come down and swing to grab the tool, but the spindle is not releasing the tool. If I manually push the tool release button on the front of the spindle, I can change tools by handle just fine.

Found the problem, the atc motor was out of phase and running backward
