I have 3 waiting to be wired.
The manual is on Kelings web page.
There are switches to control microsteps and curent output, you can also connect them to a PC and program them.
As to overall quality, I have no idea.

Take 3 KL 6050 for 50 bucks each, set them to 1/8th step. Buy ballscrews and a set of good 3 Amp motors. ThatŽs more than sufficient for the mini. Aim for 48V supply voltage, donŽt overdo it here.
Play with the ramps in your software. That will yield better results than throwing bigger motors or drivers towards the mill.
DonŽt waste money by buying one very good component when the rest will be of normal quality. And donŽt think that youŽll be able to reuse the drivers later for something bigger. YouŽll start from scratch on your next mill anyhow because in two years the next generation of drives and motors will hit the market. Besides this, when you sell a working small CNC youŽll get far more beer and bait money for it than for a small mill without the drives.
