That's about as good as it gets with a vise too. You can use top clamps if you need better flatness. If you don't adjust top clamps carefully, you can get the same kind of tilt.
I have found that if the eccentric screws are turned all the way in, then backed off just enough to fit the part, that the work is held well enough for engraving and light machining in plastics and aluminum.
