Your machine is probably set up to use tool names not tool numbers as your ATC will relocate tools into different pockets everytime you change tool. Hence numbers won't give you same tool each time.

    Try:

    N10 T="toolname" M06
    N15 T="next_tool_name"
    ....
    *PROGRAM*
    ....
    M32

    * N15 line optional for preselector, will not change to tool until next M06 but will line up ATC, Don't forget to apply tool length comp. if you are coding a full program not just changing tool.

Other way to change tool is to press <JOG>, <T,S,M>, <Tools>, select tool, then press <In Manual> then <Cycle Start> - That should load the tool into the spindle.
