You should be able to find plenty of machines that can do the work you need under $4000. Important questions to ask yourself: 1.) Does my machine have to be new? 2.) How much of my $4000 is for tooling and fixtures? What does that leave me with? 3.)Am I going to have a coolant system? How much does that cost? 4.) What type of electrical connection do I need for my machine? 5.) Do I need a lathe as well?
I think you will find that a diy cnc can be had for as little as $1000 with tools and accessories. Store bought CNC machines will be at least twice that for the smallest machines and you still need to buy tools and inspection equipment(how will you know if you made your part correclty?). $4000 is a good budget to start with but ask yourself and others as many questions as you can before you make your purchases.
