    Setup questions

I'm trying to set up my new Viper 200's, there's a couple of things I don't understand.
I think I've set the PID values according to the manual, but even though the motor is holding & not oscillating, I can grip the pulley (2" dia) and turn it a few degrees. It's fighting back alright, but shouldn't it be holding still? The encoders are 1000 counts so it should be sending a few counts into the drive?
The other thing I can't see is the step multiplier, the manual says you can set it for 1,2,4,8 step (or any size), but I can't see where? I get the bit with the jumpers, but where do I set it to "any size"?

When there are NO jumpers on, The drive uses the J setting. (but on some earlier 2nd Gen drives, you can't change the step multiplier... oops)
