Why not just rescale the drawing by a factor of 0.03984063745019920318725099601594, but tell the CAM program that it is working in inches. That should give you the output you want in inches.

How does one get a cad model designed in inches to metric 1 to 1 values, 100 inches = 100mm
I did a design in units(inch) thinking I can slam a conversion to keep the units and output metric units.
I do not wish to use the 1/254*.1 to get screwy metric values in an inch system units.
G21 at the machine?

Depends on the software, but in some cases, you don't have to do anything.

And get non-rounded numbers. which I used during drawing.

A online quote system couldn't comprehend the units
I needed a 100mm x 1mm piece of pyrex. not inches.
I'll look for a decimal place converter /shifter

What CAD program are you using? Usually, they have a way to switch from one system to another - look in "options", "properties" or "parameters". But if you're starting with an even number of inches, it's going to give you "screwy" numbers in mm, and vice-versa. (To get from inches to mm, multiply by 25.4).

I use Cadkey19 for reasons from very long ago in the 80's. ( I can hear laughing ?)
This Cadkey is a derivative, functionally a PC version of what was developed internally at the aircraft factory, on Mainframe
I found it !
