Try the Yahoo support group. There's been talk of development resuming in the near? future. Dave periodically pops in from time to time. I actually saw that he was here the other day.
I recently started using TurboCNC, a nice piece of software!
I registered my copy and got access to the source code. Within a short time I had several bugfixes and improvements stored locally. I tried contacting the author and offer him the fixes. Unfortunatly there has been no reply...
Does any body know what happened? All interest was lost or?
I would really like to see some development in TurboCNC and I'm willing to spend time doing this... But I would also like others to benefit from the improvements and hopefully I will benefit from the improvements others make...

I was able to sit down with Dave back in September. He indicated he could see the light at the end of the travel tunnel and hoped to get back at it with regards to updating the program.
He indicated "it was almost" there, but wanted to do some more tweaking.
This week, he did make an appearance on the yohoo group.
So there is hope.
