There are four Tormaches in my machine shop and all the machine spindles have the rusting problem. The coolant I am using is Durakut 4010. Is anybody has a experiance like that?

I have used SwissLube Blazocut 2000 Universal since I got my machine 6 years ago and I have absolutely no rust.
I use a 6 to 8 percent (measured on a refractometer) mixture.
Is your coolant has a bad smell? Because Durakut 4010 doesn`t have any bad smell. Even Monday morning it is good.
Is there anyone using Durakut 4010 as a coolant for CNC machines?
Same for my Hysol 20. Been in there for many months and nothing, no smell whatsoever. I run 10% and test it occasionally with a hydrometer.
Pretty obviously yes. Tormach sells Durakut 4010! One that Tormach is actually selling is certain to have been used in their machines. Most, if not all, commercial coolants will work fine...IF you use enough to be well inside the rust inhibitor zone. Odds are that your shop has tried to limit cost by running the lowest recommended level, or lower. Note that while biological overgrowth may produce an odor, the preservative system is not the same as the rust inhibitor. You can have adequate preservation but poor rust inhibition. If you have an odor, your coolant has very likely failed completely (as the bugs will start to eat everything- lubricant, rust inhibitor, foam controller, etc).
Check your concentration. Whatever it is, it is plainly too low.
