Just finger tight it on, there is no need to crank down on it with any amount of force. As soon as the switch in the head is depressed and the plasma cutter kicks on, it should be tight enough.

What is the life span of the start cartridge? with heavy cutting I would be expecting to replace that part at least 2 times in a month.

Typically for a light use table where you are cutting almost every day, the lifespan ends up being about 2 weeks per start cartridge, possibly a month with clean enough air.
