Stepper RPM newbie ???

How do stepper motors change RPM (if they actually do)? I've searched the forum and didnt come across anything mentioning this. I'm thinking it may be the speed that pulses are sent maybe? Also how would you be able to detemine max rpm other than trial and error?

When driver by a step/direction driver its the frequency of the step signal. Max rpm's depend on many factors, and typically is finalized by "tuning" the motor in the specifica application.

Thanks Phil that gives me a better idea and understanding. I havent had any dealings with steppers and the electronics that go along with them. Just wanting to get a clearer picture. My mechanicals are almost done fixing to get in to the unknown.
