pulse multiplier

I have a incremental encoder with 100 pulses each turn for manual use of a stepper now i want with some electronics multiply the pulses
have anyone a complete schema or circuit for 1 pulse in and by example 10 or 100 pulses out if possible adjustable multiplier factor
