It is not advisable to wire a chopping driver to two motors! The 2 motors can "fight" each other. Especially a small chip like a TB6560 that has very limited ability to handle either voltage transients or current overload peaks.
However your second suggestion should be safe; to use 2 separate stepper drivers, one driver for each motor, and join the step and dir pins to slave the 2 drivers together.
