drivers and breakout boards

I've been putting together my parts piece by piece. I'm looking at drivers and boards on ebay and I'm confused .. some drivers are for "Arduino" and I don't even know what that is. I've tried to research, but don't know enough to even know what I'm looking for. Can these drivers be used without "Arduino"?
