Shamfer issue

I’ve attached a project, it’s a small fairlead for a winch on an RC truck. The problem I’m having is that one of the first ops is to surface the top of the material so now the rest of the ops have been told that the top is -1, they all work fine.
BUT, the shamfer operation throws a complete wobbler if it’s told the same, leave it at 0, no problem it produces a tool path but obviously doesn’t cut anything, tell it the top is -1 and it does nothing.

Am I missing something or is there a bug?

Thanks for that, although I found out a better way to do it after all.
Rather than facing the material down and telling every other job the surface is now at -1, I just increased the height of the material above the part by 1mm. Surface down to this then every other job is treated as normal and the shamfering now works
WOW, this is taking some getting used to but I want to be sure it's what i want before spending the money on it for hobby use.
