Do you have three conductors on the U,V,W,? Almost appears to be two?

I recently bought an air cooled 1.5kW Spindle and VFD from Amazon. I wired per directions I found online and confirmed across multiple sources, I set the basic PD settings as shown below. When I start the spindle at 200hz, the motor begins to emit a humming noise increasing in pitch as if it were accelerating but the output shaft barely turns at all, in fact I can lightly touch the collet and bring the shaft to a stop. The spindle gets very hot within 20 seconds and shut it down before damage can occur. I checked the winding for resistance and I get 1.6ohm, 1.6ohm, and 2ohm, with no shorts to ground. The shaft moves freely, but has no torque and does not ever exceed just a few hundred RPM. Any thoughts?
The spindle wiring is just temporary until my shielded cable arrives next week, I need to run a ground but dont want to drill and tap the body if the spindle is bad and needs to be returned.
