SW 2007 Extrude and chafer?

I'm trying to work out how I can put a chamfer on a part as per the first photo. When I try, I can only put the chamfer along the whole side and not just the small section as indicated.

My second problem is I want to extrude the part as indicated in the second photo.

Anyone point me in the right direction?

Attached pics should help.
1 Create sketch on end of hinge and Cut-Extrude with offset.
2 Create sketch on top of hinge, highlight the top profile and extract edges, then extrude.

Another option for the chamfer would be to use "split line" command to break the edge at the desired length. Then you will have an edge to install a "Chamfer" feature on.

I tried that but it still applied the chamfer to the whole edge. Even though I could select only the part that I needed.

Ok, now I have hit another snag. When I try to put a chamfer or extrude a cut on the bottom fin of the part, it won't follow the angle of the edge.

How should I tackle this one?

There is a function during the cut to follow an edge. See the picture below. Select that box, then click an edge that you want the cut to follow and voila...

try turning off tangent propagation.
