I assume you want to put machining stock in the holes. Scale your model for the shrink req'd. Then model/fill in the holes/holes with a plug and then make a new hole to the size you need.
Note: if you have Featureworks it could dissect that simple part and give you a new part with a feature tree.

Extract the edge curves of the hole[s] you want to stay put.

Delete Face command to remove the hole[s].

    Scale.

Use extracted edges to recut the hole[s].

If you are scaling for shrink alone then just scale the part. the inside hole will be bigger but will shrink to size as long as your shrink rate is correct.

first of, it will pending on the size of this part..

if it were 6 in dia or less , then simply a disc need..

for cast iron usually 1/8 - 1/4 the excess need to leave for machining..

so... first make a slicing plane, or cutting plane and you get all outline..

then offset these outlines in or out..

then the offseted ""circles"" will be th ebase for your model..
within extruding of these shapes you have to set taper angle about 3-10 deg..

don't forget to add to the disc thickness also 2x 1/8-1/4

    pending on size..
