How to make flare spout tangent to tube surface

Any one know how to make flare spout tangent to tube surface please help,
I have try ruled suface but not work .

But the spout don't have the flare to cover the tube for "hightech" welding

It is very unclear what you are asking to do. If you can better describe what you want, someone can likely help you out... You didn't give Burrman any idea what is or is not right in the attempts he made to help you out...

I want to make a flare at the end of the spout wide and longer than the hole in the big tube ,and the flare radius must be as same as big tube radius

Hide the spout to see the hole in the big tube for detail .
