Need help creating a plane on a diameter. Video link inside

I'm trying to create a plane on the smaller diameter part of the barrel and SolidWorks is telling me to select references and constraints. I tried various things to make this work but I cant figure it out. I have a video link so you can see what I am trying to do.

Pick the diameter you want to be tangent to. Then pick a plane you want to be perpendicular to. There are a couple of other ways using sketches also.
