Solid edge 2d free -- how do I... ?

Hi,

I am trying to control the shape of a simple slot inside of a rectangle using solid edge 2d. I want the slot to be .5inches by 2 inches long, 3 inches from the center of the slot to the edge of the larger box. The tricky part is that I want to be able to control how the slot grows if i were to change the width from .5 inches to say .75 inches. I want the part to remain 3 inches from the edge and grow from the middle of the slot. For the life of me, I can't seem to figure out how to do this... it seems like it should be really easy?
