We run a couple of Haas machines and did have a similar problem a couple of years ago.
We always thought it was tied up with the way the controller handles federates in certain areas as it only seemed to pop up on lines with a -R value.
Another reason could be the decimal places used in the post for calculating the start and end points of arcs, try increasing/decreasing them to experiment.
I seem to remember it being a problem if a particular tool tried to enter any very tight pockets/holes in 3D milling.
I think we got around it by strictly limiting where the tool could enter and do those area's as 2.5D ops.
We also got HSM around that time too and that didn't seem to give the errors out.
Try sending the Gcode to Haas to put through a simulator.
