Unhappy lining up the live tooling

I have an SL-30T and my live tooling works but the back of the tool does not line up with the drive side .Of course all the bolts that are holding all the covers on are rusted away. To top every thing off I have never messed with live tooling before this machine. Can anyone help me please !!!!!!! Also the drive does not spin unless I unbolt all three 1/4-28" bolts in the alum. housing.Is there any thing I can do to fix this?
