Looking for Feed and Speed info?

I am getting wicked amounts of stragglers (pieces of uncut wood near the surface) I am using a 4 flute HSS endmill .5". What I need is a good place to find someone who has easy to understand research on Feeds & Speeds. I've looked at onsrud.com and other tool stores data but I don't undertand exactly what they mean. Does anybody have any info?

Likely a dull bit or you could use an up/down flute - I use one from Whiteside the produces perfect bottoms and tops on plywood and meamine.
