can someone tell me what a hanging wheel is used for.I know what it looks like but don't know the app

Hanging wheel is " Chenglish" for change gears. On the older machines there was a set of these gears for your threading and power feed ratios. They are a fine tooth gear with a 4 spline center hole. There are about 18 or so in the set of various sizes.
