Are there any servo drives in the US $30 to $50 range?

Yes, you can - in the MatchBox and Hot Wheels lines.

Is there a servo amp in that price range - yes there are PWM controlled L298N amps good for about 2A and under 50V

There are step/direction amps starting around $80

You really need to be a bit more specific.

You maybe best to roll your own, if you want cheap will probably need to get your hands dirty... :

Or build your own H-Bridge/use a H Bridge module and use EMC2 to drive the PWM and keep the PID control within EMC.
