Return to 12 oclock position accurately

You could use a Rutex drive and kep the pid tuning soft. This should work fine. Alternatively, you could use the Rutex drive and only supply a low voltage to it. This would do exactly what you are asking. A small DC motor would be all you need.

You would need to make sure the motor is at the 12:00 position before powering up.
