2d detailing tools

Does anyone know of a inexpensive addin for 2d drafting and detailing when in pro-engineer drafting mode? I am using Wildfire 5

You are obviously not familiar with ProE. The basic foundation package allows you to build 3D models and assemblies as well as do 2D drawings.
I am sure your Pro E reseller told you of all the features when you purchased your license of Wildfire 5 right?

A tool that I have used before on other cad systems was creating centerlines for bolt circles as needed. If when I do the show erase while in annotations I do not get the desired results what tool would you recomend using?

I have a few other questions but it would be easier do ask one at at time.

Sorry it took me a while to reply. Very busy. But I believe you need to set radial_pattern_ axis to yes in your drawing.dtl file to show centerlines.
I would also suggest joining the MCAD forums for ProE it's very active and you would get a faster response there than in here.
