Excellent marketing From picture on site impossible understood anything. Ask them did this plotter have tangential blade? If NO - buy any chinese for $500 and work without problems
I think gasket material is not big problem for any plotter.

What's a grass cutter? This cutter uses a blade like the one in a Roland cutter, it rotates 360 degrees. Any recommendations on a cutter? Thanks, Ron

ranchak - I also do not understood what rameshthota means, but don't worry - buy any curring plotter nearest to you. If you have money - buy GCC, Roland, Western Graphtec. Limited money - look for noname Chinese plotter.
You can do what you need with any plotter. The problem will be only blade durability. To keep good quality you must change blades very often.
