Please help Identify this plotter / signmaker

I have searched google for days on this one and havent come up with anything close. The closest looking devices appear to be HP for eg: 650 / 750c but they are all inkjet and this is a pen plotter.

    Details:
Pen plotter / 1000mm width / Pen Caddy on the right above LCD display
( Its missing dust covers on the left of the device as well as the front. )

When you turn the device on it reads on the LCD display:
"Initialising Signpal 03 pls wait. Copyright 1995"

( This leads me to believe it might be a GCC product... )

oh well... maybe you guys can help.
