Vinyl over lay outline.

I'm trying make outlines of numbers and letters to overlay.
Basically all of our numbers and letters are now going to be blue, I want to overlay a black outline around them to make them stand out a bit more. I"m using the Ve LXI plus 8 software. I can't figure out how to make an outline to will fit over to overlay the blue numbers and letters.

Here is an idea of what im trying to accomplish in photoshop

Don't try to do an outline over the letter, instead do a letter over a letter. Basically a blue letter is put on top of the slightly larger black one.

Do a contour, or outline of the letter the thickness of the outline you want.
Cut the black letter and apply to the car. Next cut the blue original letter, and apply over the black. It will look much nicer and is a lot easier to align.

This is a long shot, but here it goes, would you be willing in letting me borrow the software to install onto my computer to use my cutter? I accidently erase the program from my computer and now can find the software and I've called signwarehouse they want $100 for the replacement disk, I have the key which that is what you need to operate the software, but I can't find the cd, what do you think? It would help me out a great deal.
