Vectorization of Pixeld Circles

I'm working on a project to cut out raster pictures with a plotter. I use Photoshop Color Halftone filter to get the dots, then the problem to get them circular after they are vectorised starts (I need them to be circles). Is there any vectorization program to that only work with circles ? How to fix this ?

don't know about only circles, but try www.inkscape.org . It's free, and it has manual controls on the vectorization process that let you "tweak" the paramenters. Besides, trying it is free, so why not?
