Need Help!- Problem with ICUT49"

I bought from $1699 Laser engraver, $2999 CNC router, solvent printer, cutter plotter Cutter Plotter and I can not connect it with computer. It has 2 ports, RS232 and USB. With cutter i get artcut2009, and some manual. But i cant run it. I install everything and dto as is in manual, but cutter do nothing.

Also tried on to different computer and operating systems. So can someone help me and say how to connect f***** cutter plotter with computer and start working with cutter.

Yes. Few times.
First time, they said to change computer. I changed, nothing. Second time, to try rs232 port, i tried, nothing. And at the end they said that there should be driver on disc. I looked at disc, but there is nothing but ArtCut2009 program. So I requested driver for usb but they didnt replied.
