Might not be the post. Are you assigning a new work plane with a new work offset number for each side?
We have a2002 haas vf3 we are trying to do a 4axis program for.The post does not index to the next feature,It just wants to do all the work on the same side.Any help would be greatly appreciated.

Have you set-up the CNC-machine to have a 4th axis ? ( Version X or later )
the machine is a vertical, so, is the 4th axis around the X-axis ?
Are you using the same WCS for each of the toolpath operations for that set-up ( & altering the T/C planes only ) ?
( ie working on a vertical :-
-top face machining, then WCS=TOP, T/C plane=TOP ----this outputs A0
-front face machining, then WCS=TOP,T/C planes=FRONT ----this outputs A-90 )
-----the WCS view maintains the setup as being A0, the T/C planes allow Mcam to output the angles from the WCS
BACK & BOTTOM views are not machining views but for drafting only (rotated 180°), you will need to re-define those views correctly as seen by the tool, looking down at the table, to get the A90 & A180 to output correctly.
HORIZONTALS are very different, your main face to be machined must be on the FRONT view
-front face machining, then WCS=TOP, T/C plane=FRONT ----this outputs B0
-right face machining, then WCS=TOP,T/C planes=RIGHT ----this outputs B90
-back face machining, then WCS=TOP,T/C planes=BACK ----this outputs B180
-left face machining, then WCS=TOP,T/C planes=LEFT ----this outputs B270
