4x4 home built with pics and some questions

Here I am finally getting my plasma table put together and I have a few questions now.

1. Plasma cutter hook up? Do I need some sort of relay and another breakout board to have mach 3 fire the torch. I can figure out the wiring, but what equipment do I need?

2. Is it normal for the stepper motors to hiss a little while they are idle. As I am typing this I can hear what almost sounds like low hiss comming out of one of my steppers, comparable to a impact wrench sitting idle, hooked up to an air compressor.
