    Velleman 8048 board

I am trying to learn a bit on how to program a chip. I bought this board to do some testing and will get something better later. After spending quite a while trying to get something to run (leds blinking) which I finally got running I found another problem. With a 628 or 627 in the holder it is okay but when I insert a PIC16F648A I get a dim pulsing on the led9 led. With the light on it says to not remove or insert a device. Does anybody else have or seen this problem? I have quite a few 648's and do not want to smoke them. Any response will be appreciatted for this beginner.
    Thanks, John

I don't have a schematic of the board but if somebody has one it would be appreciatted. Another question is if anybody has a board could they check to see if there is continuity between pins 27 and 28 on the 28 pin socket. I know they are all interconnected but not sure of the traces.
Thanks for any help as it is appreciated.
    John
