Z leg on my mill drawing 0.03A

My mill motor is 2hp 600v 3ph. So I have a 2 hp ideler motor with a start and some run caps. I have been able to get the rpc working with balanced voltages. I then have a power transformer hooked up to the 220 in giving 575 out. Now when I start the system up with my latest cap configuration at the rpc I get about 215 a-c and 220 b-c for the primary. At the secondary I get 565 and 590v.
When I switch on my mill it seems a bit slugish starting and will only start in one direction. However the direction it does start in when I test all the voltages primary and secondary they are all balanced 220 and about 570.
I checked the amperage at the mill motor with a clamp meter and the x and y legs are drawing about 1.2 amps and the z leg is 0.03.
Any thoughts of where I need to go from here?

Something is open circuit, a capacitor is low on value due to internal failure or become shorted.
Has it ever worked?

Here is what worked for me, but no power transformer and I only got 380vAC but was OK for my application running smaller motors.

You just scale it up.

I used a 3 phase DUAL VOLTAGE motor as the converter.

Delta connection: Each of 3 legs were 2 windings in series, with a star point.

input.. . X
winding. |
winding/ \ winding
cap.. Z. . .Y input
wind./ . . . \ winding
out W . . . . . V out

240v AC input X and Y
Output U,V,W 380vAC 1.5A
8uF capacitor from U to Z

Turn on power. Kick start the motor with my foot. You could use a small motor to spin it up, but once running, who cares.
It was used to run all the rapid feed motors, (3/4HP). A flywheel would be a big bonus.

I am just hooking this up for the first time. Its odd though because the idler motor i have is a 3450rpm motor which is supposed to be hard to start and better at balancing the voltage. It starts in one second and runs ok.

I dont know why i have voltage on the 3rd leg of the 600v transformer but cannot draw any current.

Myabe i just need more capacitance to the 3rd leg?

I just measured the current at the idler and L3 is very low with the mill running or not. However L3 going into the transformer is 2.5 amps. When I disconnect the transformer the idler shows current at all three legs.
So my transformer seems to be not allowing the idler to do its job. At this point I am assuming I need more capacitace. Any one know how to size capacitors for a rpc with a transformer after?
