Ok, that's a very bad manual, missing a lot of descriptions...
There is not mention (that I could find) that says what is the difference btw accel1 - accel4 ..

So, just try which one works, start from 1.

    Set these:
    PD014 Accel. Time 1 0.1~6500.0S *
    PD015 Decel. Time 1 0.1~6500.0S *
    PD016 Accel. Time 2 0.1~6500.0S *
    PD017 Decel. Time 2 0.1~6500.0S *
    PD018 Accel. Time 3 0.1~6500.0S *
    PD019 Decel. Time 3 0.1~6500.0S *
    PD020 Accel. Time 4 0.1~6500.0S *
    PD021 Decel. Time 4 0.1~6500.0S *

    Greetings from Robert.
Sure, I did. But Gerry already answered it correctly I think.
There is a buffer memory that contains lines of G-code.
They are already sent to the "controller" with the selected speed.
It has to process them first I think. Not sure since I don't know the exact way of how it's programmed.

Also, the step-pulsing is most likely a very high priority processing thread, and the speed change is likely a low one.

Just guessing here, but that's the most likely reason in my opinion.
