Keling VFD and 2.2 Water cooled

Keling VFD2200 and KL2200.
I have a couple of questions. After much messing around I can get it running in Mach 3. I still have a Mach speed issue. But that's a different question.
I still have a couple of issues.
One when running stand alone (PD001 and PD002 set to 0)the display says 400 Hz but my tach says 12000.
Instead of 24000.

PD143 is set at 4 ( number of poles) I have tried 2 but it does not alter the spindle speed.

Tach was set to Contact RPM instead of OT RPM.
It now reads 23975 close enough for me. :-)
Now I have to coax 10V out of G540 and Smooth Stepper. I can only get about 6V out of it .
Must have a setting wrong.
