I realized that I stated in my post that I wanted to control the driver with an encoder . I probably needed to say a manual pulse generator . Sorry for the wrong terminology.
Can anyone tell me if there is stepper driver out there that is a stand alone unit that uses a encoder for controlling the stepper motor. I also need it to be switchable from full step to half and quarter step via a rotary switch. I need this for a positioning system that I am designing. Is there anyone out there that has built a encoder interface for a standard bipolar stepper driver.

I saw something on this forum 1-2yrs back about using 555 timers and dual pots to generate pulses to a stepper drive.
