okuma vac-a with vac-2 top board

I have VAc-2 top boards. I know that Okuma used these toward the end of the VAC-A life span on the vac-a. (they left off the optical interface card).
however, when I try this with many know good VAC-2 boards (the ones with the 7 segment dispay in addition to the leds), I get a error 25, and if I leave on the optical card, then it never leaves 01 state (looks to the optical instead of cn 3 and cn1 on the main board)
What I need (I believe) is a eprom to copy or buy that ran on the late model vac-A that used the vac-2 top board with no optical card installed. Or, I'd like to buy the entire top board of this late vac-a type that used to function, maybe dead, so I can copy the eprom myself.
    Can anyone help me out?

    found out why

Figured out why this happened. The eprom version was wrong. I bought blanks, and a eprom reader/burner (programmable, had to harrass manufacturer to get them to support chip type)
Borrowed correct type, and made copyies. Works now.
