MV-40B ATC dead

89' MV-40 Yasnac MX3 ATC not working.
I installed a new dual contactor and OL (main tool arm motor and overload loaction MS6A) as it was missing on arrival.

controller steps on the M06 flashes T on the CTR and times out. Also will not rotate mag. via mgst button on the console. It appers that none of the reed relays light up on there respctive locations upon pushing the MGST button so I dont think it is a contactor issue as the signal is not even getting that far.?
And non of the other contactors feel sticky.
I have reset all the tools in the registry and spindle.

I have not tried M31 or ATC manual mode yet, I thought it may be better to run this past a few of you first.
I have the books and the the ladder but not the most expert user of ladder logic in general.

Any input would be helpful as I have feeling that this one could be tough one.

Check the pot up/down signals first. Only one should be on at a time. That vintage machine probably uses a "Bestac" board. Small board with LEds and can relays. Those go bad quite often. The magazine will not rotate if the pot up signal is not on and the pot down signal has to be off. The arm must be at home position as well.
