Tool Holders

I am designing a CNC-like device for the orthopedic market that will need to have the ability to change tools easily by non-technical operators. The spindle will likely have a size 25 collet. The cutting tools have 1/2" shanks and can be permanently mounted into a holder to fix the Z depth. I was hoping someone in this community had suggestions to point my way to a solution.
