Bullard With Mitsubishi (Melbas) controls

I need some help with my machine not powering up. I found a couple of blown fuses and replaced them. I still cant seem to get the monitor or controls to completely power up. I checked the power supply pins (under the blue pots) to chassis ground, and this was my results. +5vdc = 15.8vdc, +12vdc = 22.9 vdc, -12vdc = 1.8 vdc and 24vdc starts @ 8vdc and continually drops until it gets to 0.23 vdc. First off, am I checking this correctly? This is a PD19A power supply and I am not sure what to do. Next to the p/s card is a MC 301 card, then Mc 303 card, Mc 161 card and then MC 713 card.
Now, PD 19A had to flip the toggle switch up (green light), MC 161 card has 2red lights (over and under) toglle switch, and MC 713 has a flashing green light. Again, Can anyone help out on this? Did you try Mits support in Chicago, they may give you a lead.

Phone number is 847-478-2500. Just ask for technical support and any of the guys over there should be able to help. They also have a good service guy that lives in Ohio as well.
