Initialize M32-B

Hi
I have a VTC16c with a M32-B control. I have attempted initializing using the 1 and 3 dip switches on the 161 board. It still has a proble and the control panel is not operation. It is getting some signals from the control as some of the LED's on the back are flashing.
I seem to remember there is another step in the procedure as this machine has the B control.
