You can just draw it flat, machine it flat and have mastercam do the "wrap" to create the rotary toolpath.,

Buy me a Beer?

Are you wanting to create geometry from a model ?
or
are you designing a model ?

to create your own geometry, you must be in the correct C-plane
-you cannot create a circle around the X-axis when C-plane =TOP, so you must be in Right SIDE. ( Ditto for around the Y, C-plane=FRONT)
-next is the construction depth ( screen bottom icons [L-click Z and pick a point on screen] now sketch a circle

Handy Helper Hint:
Turn on a visible grid ( will indicate the active plane and construction depth
alt-G, visible grid ON, Active grid OFF
grid spacing 0.25" x .25"
Grid size = 1.5"
colour light grey #8

The Best Way, is the one that gets the job done the quickest. You can spend 5 hours trying what your doing now, or you can do it as a flat layout and have the toolpath in 20 minutes.

If you own the shop and want to play with, fine. But If not, I'm sure your boss would like to 20 minute approach.

Is there some reason you need to make a solid model?

You can use rotary axis substitution to actually cut the part, but it seems that your question is how to create the geometry around the cylinder. I have placed a Tutorial here, hope that helps
